This section expresses the Senate's recognition of Ukrainian courage in defending sovereignty and democracy, remembrance of the 2013 Euromaidan protests, affirmation of the July 24, 2018, Crimea Declaration rejecting Russian annexation, condemnation of the February 24, 2022, Russian invasion, and honoring of more than 16,000 Ukrainian civilian deaths since that date. It welcomes a planned visit to Kyiv by Special Envoy Steve Witkoff, encourages U.S. security guarantees for Ukraine and incorporation of Ukrainian drone warfare lessons into U.S. military capabilities, urges Ukrainian anti-corruption and democratic reforms, and celebrates 35 years of Ukrainian independence.
