This section requires the Environmental Protection Agency Administrator to submit reports every three months, beginning six months after enactment, on total water consumption, reuse, effects on local water systems and rates, greenhouse gas emissions, and cumulative effects on overburdened communities from data centers consuming at least 50 megawatts daily. It also requires the Energy Information Administration Administrator to collect energy consumption and grid buildout data and submit semiannual reports on total energy use by state, changes during the period, new operating data centers, and effects on household energy bills and average use.
