S. 5634 — SPELL Act

This section expands eligibility for up to $17,500 in aggregate loan forgiveness and cancellation under the Teacher Loan Forgiveness program and the Direct Loan Teacher Cancellation program to include elementary and secondary school teachers of English learners or bilingual and dual language immersion students. Eligible teachers must meet the existing five-year service and highly qualified requirements, have their primary responsibility be teaching English learners or bilingual or dual language immersion students who match their training, and obtain certification from their school or educational service agency chief administrative officer confirming demonstrated knowledge and teaching skills in the relevant curriculum content areas.

This section applies the amendments made by section 2 to individuals who become eligible for teacher loan forgiveness under section 428J or teacher loan cancellation under section 460 of the Higher Education Act of 1965 on or after the date of enactment.
