This section requires the Secretary to establish clear demographic and threat-alleviation standards, based on the best scientific and commercial data, for evaluating pre-listing conservation efforts before determining whether to list a species as endangered or threatened. It mandates that listing rules specify the species’ baseline condition, including data, assumptions, and gaps; directs promulgation within 3 years of regulations on considering voluntary conservation actions for delisting decisions, including coordination with states and landowners; requires incorporation of objective criteria and conservation milestones as triggers for regulatory flexibility; and updates recovery plans to identify priority research needs and milestones while requiring 3-year reports to Congress on species status, threat factors, and progress.
