S. 5587 — National Critical Minerals Council Act

This section establishes the National Critical Minerals Council in the Executive Office of the President, co-chaired by the Secretary of the Interior, the National Security Advisor, and the Director of the National Economic Council. The Council develops and coordinates a national strategy to secure critical minerals and materials, aligns agency budgets and policies, tracks foreign investments by the People's Republic of China and other entities of concern, and designates a Chief Minerals Advisor within 180 days.
