S. 5569 — Oil Company Windfall Profits Tax Act of 2026

This section imposes a new 50 percent excise fee on the excess profits of integrated oil companies for taxable years beginning after December 31, 2025, appropriates the resulting revenue to the Highway Trust Fund, transfers 0.5435 percent of the fee to the Leaking Underground Storage Tank Trust Fund, and transfers an additional 15.63 percent of the Highway Trust Fund amounts to the Mass Transit Account. It also makes the fee deductible under section 164(a).
