S. 5556 — Accessible Ukraine Act

This section applies the accessibility standards in section 752.236–70 of title 48, Code of Federal Regulations, as in effect on January 23, 2024, to all United States-funded construction or renovation contracts in Ukraine, including those of the United States International Development Finance Corporation, the Millennium Challenge Corporation, and the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund. The Secretary of State may waive the requirement if in the national interest. It prohibits federal funding for projects that facilitate segregation or institutionalization of persons with disabilities, with exceptions for normal maintenance and temporary emergency construction.

This section establishes, within 180 days of enactment, an accessibility working group under the Secretary of State composed of government and private sector experts. The group determines the validity of emergency construction exception requests, evaluates compliance with the Act, coordinates with local organizations to verify compliance in covered construction and renovation projects, and publishes findings and recommendations on a public website meeting Web Content Accessibility Guidelines version 2.1 standards.

This section directs the Secretary of State to submit an annual report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs detailing the number and amount of federal investments in covered construction and renovation projects, the number of routine and emergency waivers granted with justifications for each, recommendations for improving compliance, and major recommendations and results from the accessibility working group.
