S. 5534 — Building and Maintaining Homeless Shelters Act

This section establishes a grant program administered by the Secretary of Housing and Urban Development to fund capital costs for constructing, rehabilitating, or acquiring shelters and permanent supportive housing. It authorizes $500 million annually for fiscal years 2027 through 2031, requires 50 percent of funds for shelters and 50 percent for permanent supportive housing, and mandates set-asides of at least 5 percent for Indian tribal governments or tribally designated housing entities and 40 percent for rural areas.
