“A bill to reduce crime on public transportation, and for other purposes.”
No CRS summary available for this bill.
This section conditions federal transit formula funding on state and local governments criminalizing fare evasion on public transportation, banning individuals convicted of assault or other violent offenses on transit systems from riding, and prohibiting release pending trial on personal recognizance or unsecured bond for those charged with such offenses. Beginning in FY2028, it withholds up to 100 percent of assistance from noncompliant direct recipients in urbanized areas of 200,000 or more people that operate at least 100 buses. It expands eligible expenses under section 5329(l)(1) to include lighting, camera surveillance, emergency lines, fare enforcement, cybersecurity, and hiring or contracting for transit police. It prohibits such large systems from operating zero-fare programs except for seniors, individuals with disabilities, children, students, veterans, temporary event or disaster programs, and certain fully subsidized or tax-offset programs.
This section directs the Secretary of Transportation to establish minimum performance standards for infrastructure to prevent fare evasion under the national public transportation safety plan within 90 days of enactment, standards that may be revised only by law. It conditions formula grant assistance under chapter 53 of title 49 for fiscal year 2027 for urbanized areas with populations of at least 200,000 on recipients certifying that they will acquire compliant infrastructure for all stations, terminals, and rolling stock in the following fiscal year.
This section establishes an annual Family Friendly Transit Scorecard that assigns letter grades to public transportation systems based on aggregated Federal Transit Administration data related to safety performance targets. It requires recipients of federal formula assistance in urbanized areas with populations of 200,000 or more to display the grade and security camera images of crimes committed on the system, including crime details, at each rail station and bus terminal and on their websites within 7 days for at least 45 days, subject to waiver where impracticable.
