S. 5487 — TWICE Act

This section directs the Administrator of the Transportation Security Administration to develop guidelines within 1 year of enactment that improve access to the Transportation Worker Identification Credential program for returning citizens (individuals released from incarceration), assist incarcerated individuals with pre-applying or preparing applications, and assist individuals requesting appeals or waivers of preliminary ineligibility determinations. It also requires the Administrator to brief the House Committee on Homeland Security and the Senate Committee on Commerce, Science, and Transportation within 180 days after developing the guidelines.
