S. 5392 — TEAM USA Act

This section provides findings that federal financial assistance to institutions of higher education primarily supports educational opportunities for American students, that rising recruitment of international student athletes has reduced roster spots, scholarships, and athletic financial aid for American students, and that preserving the substantial majority of intercollegiate athletic opportunities for American student athletes advances the purposes of the Higher Education Act of 1965.

This section limits international student athlete participation on each varsity sports team at institutions participating in federal student aid programs to 20 percent of the official roster, or one athlete for teams with fewer than 10, requires annual reporting of the percentage to the Secretary and the applicable athletic association, and defines athletic association, intercollegiate athletic competition, international student athlete, and varsity sports team, effective July 1, 2029, for academic year 2029–2030 and each succeeding year.
