S. 5365 — Community Mental Wellness Worker Training Act

This section authorizes the Secretary, acting through the Assistant Secretary for Mental Health and Substance Use, to award grants to eligible entities for training and certifying community mental wellness workers to screen for mental health and substance use conditions and deliver evidence-informed counseling interventions. It requires priority for entities in areas with above-average poverty, unemployment, or substance use rates or in medically underserved communities, provides technical assistance, extends malpractice protections under section 224 of the Public Health Service Act beginning in the first full fiscal year after enactment, and directs interim and final reports to Congress by one year after enactment and the end of FY2031 on the number of workers trained and certified.
