This section directs the Secretary of Defense to revise the Defense Federal Acquisition Regulation Supplement to prohibit the Department of Defense from entering, renewing, or extending contracts for artificial intelligence goods or services unless the contractor submits a machine-readable artificial intelligence functional bill of materials to the Chief Digital and Artificial Intelligence Officer before award, renewal, or extension and can deliver an updated version within 48 hours of a request. The bill of materials must detail all models and their identifiers, dependencies, security controls, access history, performance metrics, training and inference-time data sources, storage systems, and metadata sufficient to assess vulnerabilities and integrity risks.
