S. 5328 — Empowering States to Serve Veterans Act

This section requires the Secretary of Veterans Affairs to share veterans’ contact information quarterly with each State veterans agency for statistical and outreach purposes. It bars sharing of protected health information, Social Security numbers, dates of birth, financial or claims data, or other sensitive information; mandates notice to veterans 45 days before initial sharing (or at separation from service) and an opt-out process; imposes use, nondisclosure, and cybersecurity requirements on state agencies; and directs the Secretary to issue implementing regulations within 180 days, with the sharing provisions effective one year after enactment.
