S. 5306 — Affordable Electricity Rates Act of 2026

This section requires the Federal Energy Regulatory Commission, when determining whether a rate or charge is just and reasonable, to consider whether the rate is likely to produce unaffordable retail electricity prices for consumers and to presume unaffordability if the rate would increase retail prices by 5 percent or more. Rates presumed or found to produce unaffordable prices are prohibited.
