This section expresses the sense of Congress that every member of the Armed Forces killed or wounded in hostilities must be counted by name and number in official casualty records, that the government owes a complete accounting without administrative reclassification obscuring costs, and that accurate statistics are essential for executive accountability and congressional oversight of military operations.
This section prohibits the Secretary of Defense from redesignating, renaming, or reclassifying an ongoing contingency operation when the facts and circumstances continue to meet the statutory criteria and involve U.S. forces in military actions against the same enemy or opposing force, including during or after a ceasefire, diplomatic negotiation, or change in operational phase.
This section requires the Secretary of Defense to publish and update statistics on covered casualties and to attribute each casualty to the specific designated military operation in which the member was serving. It prohibits reclassifying or removing such attributions based on redesignations of operations, changes in reporting categories, or assertions that hostilities have ceased, except to correct demonstrable factual errors. It also revises the subchapter heading to include casualty records.
This section requires the Secretary of Defense, within 30 days of enactment, to restore all casualty records and statistics modified since February 28, 2026, to comply with section 1472 of title 10, United States Code. It also requires the Secretary to provide written notice of the restoration and its reason to the primary next of kin of each affected deceased or wounded service member.
This section prohibits the Secretary of Defense from modifying, shortening, extending, pausing, or otherwise altering any deployment-related benefit eligibility solely because of a redesignation, renaming, or reclassification of an ongoing contingency operation that continues to meet the criteria in 10 U.S.C. 101(a)(13)(B) and involves the same enemy or opposing force. It requires eligibility determinations for awards, decorations, veterans’ preference, pay, leave, deployment thresholds, and contingency military leave to continue as if the original designation remained in effect, except when adjustments are required by statute, result from a substantive change in operational conditions, or are approved by the Secretary under existing deployment exception authority.
This section requires the Secretary of Defense, within 30 days of enactment, to restore all covered benefits—including Department of Defense awards and decorations, veterans’ preference accrual, contingency military leave, and special pay, leave, and tax authorities—to members of the Armed Forces and civilian personnel who supported US military activities against Iran since February 28, 2026. It also directs the Secretary to provide written notice of the restoration to each affected individual.
