“A bill to limit donations made pursuant to settlement agreements to which the United States is a party, and for other purposes.”
No CRS summary available for this bill.
This section prohibits federal officials from entering or enforcing settlement agreements that direct payments to any person or entity other than the United States, except for restitution that directly remedies actual harm caused by the settling party or payment for services rendered in the case. It applies the penalties under 31 U.S.C. 3302 to violations, requires each agency to submit annual reports to the Congressional Budget Office identifying parties, funding sources, and distributions for compliant settlements, and directs agency inspectors general to submit annual public reports on violations to the House and Senate Judiciary, Budget, and Appropriations Committees. Both reporting requirements sunset after seven years and receive no additional appropriations.
