This section prohibits covered entities and their business associates from disclosing pregnancy termination or loss information in Federal, State, local, or Tribal proceedings without the individual's valid authorization, with exceptions for professional liability defense and investigating physical harm when the individual cannot consent due to death or incapacity. It directs the Secretary of Health and Human Services to revise regulations so that compliance is not treated as information blocking, to require health IT developers to segregate such data for certification, and to modify preemption exceptions. It preempts conflicting State laws while preserving those with greater protections, requires an outreach campaign, and mandates an interim final rule within 90 days and a final rule within 270 days.
