This section directs the Secretary of the Army, in coordination with the Chief of the National Guard Bureau, to develop the Army National Guard Rural Revival and Modernization Plan within 90 days of enactment. The plan must audit National Guard facilities in remote and Arctic areas, develop a strategy to fill vacant billets through localized recruitment incentives and rotational assignments, and outline modernization of dual-use facilities for extreme-cold-weather operations, cyber resilience, and microgrid power. It requires evaluation of public-private partnerships and enhanced-use leases, an interim briefing to the congressional defense committees within 180 days, and a final report with the next presidential budget submission.
