This section defines terms used in the Act, including appropriate congressional committees, artificial intelligence, generative artificial intelligence, terrorist organization, fusion center, intelligence community, National Network of Fusion Centers, Secretary, and terrorism.
This section expresses the sense of Congress that foreign terrorist organizations' use of generative artificial intelligence poses an underappreciated national security threat, and that the Department of Homeland Security, in consultation with the Office of the Director of National Intelligence, must assess and address the threat to reduce risks to the United States.
This section requires the Secretary of Homeland Security, in consultation with the Director of National Intelligence, to submit annual assessments for five years beginning one year after enactment on terrorism threats to the United States from generative artificial intelligence use by foreign terrorist organizations or individuals. Each assessment analyzes prior-year incidents involving violent extremist messaging, radicalization and recruitment, or chemical, biological, radiological, or nuclear weapons development and deployment; provides counterterrorism recommendations; is published in unclassified form on a Department website; and is followed by a briefing to the appropriate congressional committees within 30 days. It also requires the Secretary to review, incorporate, and disseminate relevant information from State and major urban area fusion centers and the National Network of Fusion Centers, with coordination from the Office of the Director of National Intelligence, the Federal Bureau of Investigation, and other intelligence community members.
