This section discontinues the Section 232 national security investigation into imports of wind turbines and their parts and components. It nullifies ten specified executive orders, presidential and secretarial memoranda, IRS notice, and Corps guidance documents restricting wind, solar, and geothermal development, and bars reissuance of substantially similar documents without subsequent congressional authorization. It prohibits the Secretary of Health and Human Services from hindering such development, requires the Secretary of Defense to approve mitigation agreements for wind, solar, transmission, and distribution facilities within 30 days, mandates Fish and Wildlife Service access to the IPaC portal for related permits, requires agency decisions on continuation applications for multi-year federal financial assistance within 60 days (with automatic approval if missed), and prohibits rescissions of FY2026 or FY2027 appropriations except through an appropriation Act.
