S. 4707 — Responsible Artificial Intelligence Defense Act of 2026

This section establishes Department of Defense policy to maximize autonomy and artificial intelligence capabilities while requiring continuous human oversight to comply with the law of war, treaties, rules of engagement, and privacy protections. It directs the Secretary of Defense to ensure human judgment and monitoring of deployed systems, routine testing across life cycles, design features allowing detection of unintended behavior and human intervention, and pre-development review and verification that systems meet defined levels of human judgment risk.
