S. 4693 — NEW HORIZON Act

This section directs the Secretary of Defense, acting through the Director of the Defense Innovation Unit, to establish an operational pilot program within one year of enactment under the Hybrid Space Architecture initiative to evaluate commercially available orbital data center and space-based cloud computing services for national security missions. The program assesses military utility, operational integration, resilience against cyber and counterspace threats, and interoperability with existing Department of Defense systems while requiring cybersecurity protections, supply-chain risk management, and workload isolation for sensitive or classified data.
