This section exempts marginal wells from Clean Air Act standards of performance, guidelines, monitoring, reporting, leak detection, and related requirements under section 111(b) and (d). A marginal well is defined as an oil well site producing 15 barrels per day or less or a natural gas well site producing 90,000 cubic feet per day or less. It bars the Environmental Protection Agency from requiring state plans to cover marginal wells or their owners and operators, requires the agency to approve or disapprove state exemption revisions within 180 days (with deemed approval thereafter), directs conforming regulatory revisions within 180 days of enactment, and terminates pending enforcement actions.
