S. 4579 — All Students Count Act of 2026

This section states findings on the diversity of Asian American, Native Hawaiian, and Pacific Islander populations from over 30 countries, including educational disparities such as 25 percent of Southeast Asian American adults aged 25 and older lacking a high school diploma compared to 12 percent of the total population, and lower bachelor's degree attainment rates among Cambodian, Hmong, Lao, Vietnamese, Native Hawaiian, Samoan, Tongan, and Guamanian or Chamorro adults.

This section requires states to further disaggregate student performance data by ethnic group for Asian American students into the subgroups Chinese, Asian Indian, Filipino, Japanese, Korean, Vietnamese, Pakistani, Cambodian, Hmong, Laotian, Thai, Taiwanese, Burmese, Bangladeshi, and Nepalese, and for Native Hawaiian and Pacific Islander students into the subgroups Native Hawaiian, Samoan, Chamorro, Tongan, iTaukei, and Marshallese, with additional subgroups included to the greatest extent practicable. It applies these requirements to the statewide accountability system and takes effect 18 months after enactment.
