S. 4553 — Aaron Salter, Jr., Responsible Body Armor Possession Act

This section prohibits civilians from purchasing, owning, or possessing enhanced body armor, defined as body armor meeting or exceeding RF1 ballistic performance standards under National Institute of Justice guidelines at the time of possession. It exempts covered law enforcement officers, including corrections officers, federal and state governments, and armor lawfully possessed before enactment, and imposes penalties of a fine, up to 5 years imprisonment, or both.
