This section establishes a new grant program under Section 330A of the Public Health Service Act (42 U.S.C. 254c) to expand community-based training for medical students in rural areas and medically underserved communities, including clinical rotations in outpatient settings at rural health clinics, Federally qualified health centers, or other facilities in such areas to promote long-term physician practice in high-need communities. Grants, awarded by the Director of the Office of Rural Health Policy of the Health Resources and Services Administration (HRSA) to consortia of medical schools and eligible health care entities, are for one to five years and require applications demonstrating need, quality improvement, access gains, sustainability, and evaluation. (As background, Section 330A authorizes HRSA rural health grants for outreach to expand services, network development for integrated care, and quality improvement for small providers.) The section makes conforming amendments to the purpose statement, grant types, and cross-references to include the new program and reauthorizes all four grant programs through 2030 (from 2025).
