It declares an unconditional war on racism and invidious discrimination and commits the House to pass legislation creating a Cabinet-level Department of Reconciliation. The department would develop a national strategy to eliminate racism and invidious discrimination, operate with a budget of at least 10 percent of the Department of Defense’s budget, and be headed by a Secretary of Reconciliation appointed by the President with Senate confirmation who submits semi-annual reports to Congress.
