H.Res. 1456 — Directing the initiation of litigation for actions by the President or other executive branch officials inconsistent with their duties under the Constitution of the United States.

This section authorizes the Speaker of the House of Representatives to initiate or intervene in civil actions in federal court on behalf of the House to seek relief for the failure of the President or any executive branch official to comply with constitutional and statutory duties under the War Powers Resolution with respect to hostilities reported on March 2, 2026, the 60-day termination requirement in section 5(b), and the removal of U.S. Armed Forces from hostilities against Iran directed by H. Con. Res. 86.

This section directs the Office of the General Counsel of the House of Representatives, at the Speaker's direction, to represent the House in any civil action initiated or intervened in under this resolution, and authorizes the office to employ outside counsel and other experts for that purpose.
