H.Res. 1400 — Condemning the People's Republic of China's Law on the Promotion of Ethnic Unity and Progress and the Chinese Communist Party's campaign of forced assimilation against ethnic and religious minorities.

This section condemns the People’s Republic of China’s Ethnic Unity Law and forced assimilation policies targeting Tibetans, Uyghurs, Mongolians, Hui Muslims, Manchus, and other minorities, including coercive boarding schools and child separation. It affirms that recognition of the Dalai Lama and other Tibetan Buddhist leaders is a religious matter for Tibetan Buddhists. It urges dialogue with the Dalai Lama’s representatives, sanctions and visa restrictions on responsible officials, coordination with democratic allies, expanded programs for endangered languages and cultural preservation, protection of U.S. diaspora communities, action at the United Nations, an assessment of atrocity crimes against Tibetans, and detailed reporting in annual State Department human rights, religious freedom, and trafficking reports.
