H.R. 9987 — Recycling Infrastructure and Data Accountability Act

This section directs the Environmental Protection Agency Administrator to study the feasibility of a standardized national database tracking recyclable materials, recycling infrastructure capacity, material recovery outcomes, landfill diversion, areas with limited recycling access, and extended producer responsibility program performance. It requires a report to Congress within 18 months that includes recommendations, and establishment of a publicly accessible online database within one year after the report if the Administrator determines it feasible.
