H.R. 9970 — RESCUE Act of 2026

This section revises Medicare payment rules for ambulance services. It requires the Secretary to set payment rates for ground and air ambulance services through regulation beginning in 2027 (from the prior annual update process), apply updated payment amounts and adjustments beginning in 2028, and set 2028 rates using those updated amounts before applying annual adjustments thereafter. It also requires air ambulance providers and suppliers to submit cost and utilization data at least once every three years after the last No Surprises Act reporting year, subjects them to payment reductions for insufficient data submission, and directs the Secretary to align reporting and use the data to update the fee schedule.
