H.R. 9968 — Opening Programs to Organic Farms Act

This section requires the Secretary of Agriculture to submit a report within 180 days of enactment, and make it publicly available, assessing barriers to participation in Department programs by certified organic farms and farms transitioning to organic production. The report must cover program eligibility, payment rates, application processes, crop insurance, conservation standards, staff training needs, participation data, intended administrative actions, and statutory recommendations. It also mandates annual updates for the following three years.
