H.R. 9966 — Safe Spaces for All Act

This section expands permitted uses of grants under the Nonprofit Security Grant Program to include hiring onsite security personnel as part of facility security costs, hiring off-duty police officers, and hiring personnel to apply for funding (capped at 5 percent of the grant). It also allows grant funds to cover expenses related to applying for the grant in addition to administering it, still subject to the existing 5 percent cap.
