H.R. 9924 — Local Input Act

This section requires the Secretary of the Interior to meaningfully involve the public and State, Tribal, and local government officials before offering any parcel for oil or gas leasing under the Mineral Leasing Act. It mandates public disclosure of the proposal and an analysis of expected effects on surface and subsurface resources and other uses, an opportunity for public comment, and consideration of input from the public, governments, and government-to-government Tribal consultation, and authorizes the Secretary to decide not to offer the parcel for leasing based on that involvement.
