H.R. 9897 — Trump-Reagan Election Enforcement Act

This section withholds 10 percent of a state's federal-aid highway apportionment under section 104(b) beginning in fiscal year 2027, plus an additional 5 percent each year thereafter, unless the state enacts laws requiring documentary proof of U.S. citizenship to register for federal elections. The required laws must also establish an alternative verification process, mandate ongoing removal of noncitizens from voter rolls, require in-person proof for mail applications, create a private right of action against noncompliant officials, and impose criminal penalties for registering applicants without proof.
