This section establishes a framework to provide direct assistance to specialty crop producers whose production is impacted by adverse events, including economic crises or market disruptions. Payments are calculated from a producer’s prior-year sales (or multi-year average) multiplied by a Secretary-determined factor, subject to the $125,000 annual limit per person or legal entity (with an exception allowing at least $900,000 for entities deriving 75 percent or more of income from farming, ranching, or silviculture). The section appropriates $5 billion for fiscal year 2027, to remain available until expended, and requires administration through the Farm Service Agency, including under Commodity Credit Corporation authority.
