This section requires the Secretary of Homeland Security, through the Under Secretary for Management, to ensure that heads of relevant components maintain complete acquisition documentation for each major acquisition program, including validated performance requirements, life-cycle cost estimates verified against independent estimates, cost-benefit analyses, integrated master schedules, acquisition strategies, logistics plans, and baselines traceable to those parameters. It mandates submission of a breach report to the House and Senate homeland security committees within 30 days of awareness of a cost overrun exceeding 15 percent of the baseline, a schedule delay of more than 180 days, or failure of a key performance threshold, with additional written determinations required for overruns above 20 percent or delays exceeding 12 months. It defines a major acquisition program as one estimated to require at least $300 million in total expenditures (FY2026 constant dollars).
