H.R. 9819 — AIDEN (Advancing Integrated Data for Equitable National Child Welfare)

This section requires the Attorney General to develop and distribute a survey to each federal offender on the offender’s child welfare intervention history as a minor. The survey collects information on awareness of interventions, conditions such as physical abuse, sexual abuse, emotional abuse, substance exposure, or domestic violence, types of interventions including foster care and caseworker visits, case resolutions, and support services received. The Attorney General must distribute the survey to new offenders during intake after 90 days and to existing offenders within 180 days, submit annual aggregated reports without personally identifiable information to the Children’s Bureau, and transmit the data to each state for use in evaluating child welfare case planning and services.

This section requires states, beginning in the first fiscal year after enactment, to develop and distribute to offenders in state custody a survey substantially similar to the survey under 18 U.S.C. 4087(a), and to submit a report on the information collected (without personally identifiable information) to the Associate Commissioner of the Children’s Bureau at the Department of Health and Human Services, as a condition of eligibility for Department of Justice grant programs.
