“To establish requirements and guidelines for conversational AI services, and for other purposes.”
No CRS summary available for this bill.
This section requires operators of conversational AI services to disclose to minor account holders (under age 18) that they are interacting with artificial intelligence, either through a persistent visible disclaimer or at the start of each interaction and at least once every 3 hours of continuous use. It prohibits operators from awarding minors unpredictable points or rewards to increase engagement. It mandates reasonable measures to block generation of sexually explicit material, statements encouraging such conduct, sexual objectification of minors, explicit claims of sentience, simulated emotional dependence or romance, and adult-minor role-play. It requires parental tools to manage screen time and account settings, protocols to refer users expressing suicidal ideation or self-harm to crisis services, and a ban on representing the service as providing professional mental health care. The Federal Trade Commission enforces these rules as unfair or deceptive acts or practices.
