This section establishes the United States Interagency Council on Housing Affordability and Preservation as an independent establishment in the executive branch. The council's mission is to develop federal policy to preserve and increase affordable housing supply, increase fairness in the rental market, further fair housing principles, and create partnerships across all levels of government and with the private sector.
This section establishes a Council composed of the heads, or their designees, of 21 federal agencies, including the Departments of Housing and Urban Development, Justice, Labor, the Treasury, Health and Human Services, Education, Veterans Affairs, Agriculture, Commerce, Defense, Energy, Homeland Security, Interior, and Transportation, as well as the Bureau of Consumer Financial Protection, Corporation for National and Community Service, General Services Administration, Office of Management and Budget, Social Security Administration, United States Postal Service, and White House Office on Faith-Based and Neighborhood Partnerships. It requires annual rotation of the Chairperson and Vice Chairperson, at least four meetings each year, no additional pay for members, and that the Executive Director report to the Chairman.
This section establishes the duties and authority of the Council. It requires the Council to develop and annually update a National Strategic Plan to Preserve Affordable Housing within 12 months; review all federal housing programs; provide technical assistance through 5 to 10 regional coordinators across the 10 standard federal regions; encourage state interagency councils and 10-year plans to end homelessness; obtain agency reports on consumer resources; conduct research; and prepare annual reports assessing affordable housing needs and federal activities. It also authorizes the Council to convene national and regional conferences and publish a newsletter.
This section establishes an Executive Director for the Council, appointed at its first meeting and compensated at a rate not to exceed level V of the Executive Schedule. It authorizes the Director to hire additional personnel and procure temporary expert services, permits other federal agencies to detail staff on a reimbursable basis, and requires the Secretary of Housing and Urban Development to furnish administrative support.
This section authorizes the Council to hold meetings at times and places it deems appropriate, delegate its powers to members or employees, obtain necessary information directly from any Federal agency, accept and use donations of services or property without fiscal year limitation, and use the United States mails on the same terms as other Federal agencies.
This section requires each state to designate a contact person to receive and disseminate information and communications from the Council. It encourages each state to establish an interagency council on housing affordability and preservation or designate a lead agency to coordinate with the Council and state and local agencies.
This section defines the Council as the United States Interagency Council on Housing Affordability and Preservation established in section 2, and defines Federal agency by reference to the meaning of agency in 5 U.S.C. 551(1).
This section authorizes appropriations of $4,800,000 for each of fiscal years 2027 through 2031 to carry out the Act. It makes any appropriated amounts available until expended.
