This section authorizes state attorneys general, district attorneys, and victims to sue the Attorney General of the United States in the U.S. District Court for the District of Columbia or the victim’s or state’s district court for unlawful withholding, redaction, delay, or concealment of records under the Epstein Files Transparency Act. It requires expedited docket treatment, exempts such actions from Touhy regulations (28 CFR §§ 16.21–16.29), defines harm to include investigative harm and financial harm exceeding $100, applies to pending state investigations, mandates unredacted victim-related records upon request with limited redactions for other victims’ privacy, and preserves other causes of action.
