H.R. 9669 — FACT Pilot Program Act

This section establishes a 5-year pilot program under which the Secretary of Health and Human Services awards grants to States and local governments already operating forensic assertive community treatment programs to expand services for individuals with serious mental illness involved in the criminal justice system. It authorizes such sums as necessary for fiscal years 2027 through 2032 and directs the National Academies to study program metrics, model fidelity, scaling options, rural adaptations, and cost savings, with a report due within 18 months and $1,500,000 authorized.
