H.R. 9660 — No Hostile ONLOOKERS Act

This section prohibits the head of an intelligence community element from obligating or expending funds for research, development, or technical support performed by a National Laboratory that permits covered assignees or covered visitors from countries of risk to access its premises, information, or technology. It authorizes a waiver when the head certifies to the congressional intelligence committees that the activity faces no risk of foreign intelligence collection and provides a justification.
