This section caps payments under the Foreign Medical Program at the lesser of the billed amount or the Medicare rate for the same care, with an exception to exceed that rate to ensure veteran access including in emergencies. It prohibits payments for care furnished to or by any individual listed in the Death Master File after the date of death. It requires referral of suspected fraud, waste, or abuse claims to the VA Inspector General, permits withholding of payment during investigation, mandates denial and recovery actions upon a finding of fraud, and bars payments to providers on a maintained fraudulent claims list. It also directs the Secretary to designate a Fraud Detection and Prevention Coordinator and authorizes contracts with a third-party claims administrator and temporary access to an information technology system for claims administration, with implementation required within one year of enactment.
