This section requires the Secretary of Agriculture to consult with Indian Tribes and Tribal organizations and integrate their feedback before evaluating contracts under the food distribution program on Indian reservations. It defines supply chain disruptions and directs the Secretary to designate an emergency warehouse contractor within 45 days of such a disruption, authorizes capped direct payments or reimbursements to Indian Tribes or Tribal organizations for qualifying domestic food purchases, and requires public notification. It also mandates annual consultations with Indian Tribes and Tribal organizations for the commodity supplemental food program, encourages State agencies to consult before amending program plans, and applies parallel emergency contractor requirements to that program.
