This section states findings that the Russian Federation poses a long-term threat to Euro-Atlantic security and that NATO allies committed at the June 2025 Hague Summit to invest 5 percent of GDP annually on defense by 2035, with up to 1.5 percent for infrastructure and resilience. It expresses the sense of Congress that the United States has a vital national security interest in the timely integration of Eastern Frontier allies' infrastructure with NATO requirements.
This section directs the Secretary of Defense, in coordination with the Secretary of State and in consultation with the Supreme Allied Commander-Europe, to submit within 180 days a report to the appropriate congressional committees assessing each Eastern Frontier ally’s progress toward NATO infrastructure requirements in transportation, energy, communications, financial systems, civil preparedness, and defense industrial base, progress toward the 1.5 percent of GDP commitment, consequential shortfalls that would impede U.S. or allied reinforcement or create exploitable single points of failure in a conflict with Russia, recommendations for U.S. security cooperation and the European Deterrence Initiative, and Russian cyber, sabotage, and hybrid activities targeting such infrastructure. The report must be unclassified with a possible classified annex.
This section requires the Comptroller General to submit to the appropriate congressional committees, within 180 days after submission of the report required under section 3(a), a review that independently assesses the report's methodology, data sources, and analytic rigor; evaluates whether Eastern Frontier allies' expenditures toward the 1.5 percent of GDP commitment are improving NATO infrastructure; and provides recommendations to improve prioritization of United States security assistance and cooperation for those allies. The review must be submitted in unclassified form with a possible classified annex.
This section authorizes the Secretary of Defense to prioritize security assistance under the European Deterrence Initiative and security cooperation activities under chapter 16 of title 10, United States Code, for Eastern Frontier allies. It requires the Secretary to brief the appropriate congressional committees annually, not later than 30 days after submission of the President’s budget, for each of fiscal years 2028 through 2032, on how the request implements the prioritization.
This section defines "appropriate congressional committees" as the House and Senate committees on Armed Services, Foreign Affairs or Relations, and Appropriations. It also defines "Eastern Frontier ally" as the following 12 NATO member states: Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Hungary, Romania, Bulgaria, Finland, Sweden, and Norway.
