This section establishes the Office of Immigrant Community Mental Health and Resilience within the Office of the Secretary, headed by a Director appointed by the Secretary. The Office provides mental health services for fear-based trauma from federal immigration enforcement actions, including mobile response teams, emergency counseling vouchers, grants to eligible entities for trauma-informed care and related services, workforce development for culturally competent providers, and community campaigns on health care rights and multilingual access. It creates a reporting process for enforcement actions, submits an annual public health impact report to Congress, and prohibits sharing collected data with the Department of Homeland Security or other enforcement agencies.
This section defines terms used throughout the Act, including behavioral health specialist as a licensed psychiatrist, psychologist, social worker, or similar professional; eligible entity as a state or local government, federally qualified health center, rural health clinic, tribal health organization, local educational agency, or certain faith-based or community organizations; impacted community as a jurisdiction demonstrating federal immigration enforcement actions; and medically underserved community under existing Public Health Service Act criteria.
This section transfers such sums as may be necessary from amounts made available under sections 90003, 100051, and 100052 of Public Law 119–21 to the Secretary to carry out this Act. Transferred funds remain available until expended.
