This section authorizes additional lump-sum payments to eligible claimants under the Justice for United States Victims of State Sponsored Terrorism Act who have not received prior payments under subparagraph (C)(i). It directs the Special Master to notify such claimants within 90 days of enactment, make payments equal to 5.8573 percent of qualifying judgments within 90 days of receiving eligibility information, and appropriates necessary Treasury funds. Eligible claimants include those meeting criteria under subsection (c)(1)(A) and (c)(2)(A) who are also eligible under section 405(c)(2) of the Air Transportation Safety and System Stabilization Act or as a spouse or dependent under 28 C.F.R. 104.44.
