H.R. 9348 — Public Access Protection Act

This section expresses the sense of Congress that the Secretary of the Army should maintain an equivalent level of recreational access, minimize temporary disruptions through project planning and community coordination, and provide alternative public access during construction of Corps of Engineers water resources development projects that affect parks, trails, green spaces, recreational waterways, or other public open spaces.

This section requires the Secretary of the Army, when conducting feasibility studies for Corps of Engineers water resources development projects, to review the potential impact of construction on existing public recreational amenities such as facilities for hiking, biking, walking, and waterborne recreation. It further directs the Secretary to include in any final project recommendation a plan to maintain an equivalent level of access to those amenities during construction, to the maximum extent practicable.
